Brazil Picks Creationist to Head Education Agency Overseeing All Graduate Programs

Brazil’s appointment of an Intelligent Design advocate as the head of a government agency that oversees all of its graduate study programs has drawn criticism from some of the country’s scientists.

Over the weekend, President Jair Bolsonaro’s administration named Benedito Guimarães Aguiar Neto as the new president of CAPES, an agency within Brazil’s Ministry of Education, according to the website of the American Association for the Advancement of Science (AAAS).

CAPES regulates,supervises and evaluates all graduate-level programs at the South American country’s universities, and funds thousands of scholarships for master’s and doctoral students. It also issues funding calls for research and provides training for teachers in primary and secondary education, according to a Brazilian government press release.

Aguiar Neto graduated with a degree in electrical engineering in 1977 from the Federal University of Paraíba (UFPB) and completed a master’s degree at the same institution in 1982. He also completed his doctorate in the area in 1987 from Technische Universität Berlin, in Germany; and post-doctorate in 2008 from the University of Washington.

He served as the head of Mackenzie Presbyterian University (MPU) for the last eight years. MPU is a private religious school located in Sao Paulo. It advocates the teaching and study of intelligent design (ID), an outgrowth of biblical creationism that argues that life is too complex to have evolved by Darwinian evolution, and so required an intelligent designer.

According to the AAAS website, Aguiar Neto was recently quoted in an MPU press release as saying that ID should be introduced into Brazil’s basic education curricula as ”a counterpoint to the theory of evolution,” and so that creationism could be supported by ”scientific arguments.”

He made the comments prior to the second Congress on Intelligent Design, which was held at Mackenzie in October 2019.

Some of Brazil’s scientists are criticizing Aguiar Neto’s appointment and wonder how this could reshape the country’s education programs.

”It is completely illogical to place someone who has promoted actions contrary to scientific consensus in a position to manage programs that are essentially of scienti-fic training,” evolutionary biologist Antonio Carlos Marques of the University of São Paulo’s Institute of Biosciences told the website.

Researchers have been at odds with the new policies of President Bolsonaro’s administration since he took office last January. The administration has done away with several government agencies previously dedicated to climate change.

Evangelical Christians in Brazil are among Bolsonaro’s strongest supporters.

Brasilia saa äärioikeistolaisen presidentin Jair Bolsonaron

Bolsonaro on voittanut presidentinvaalien toisen kierroksen, hän sai yli 55 prosentin kannatuksen.

Äärioikeistolaisesta Jair Bolsonarosta on tulossa Brasilian seuraava presidentti. Vaalien toisella kierroksella hän on saanut 55,18 prosenttia äänistä, kun lähes kaikki äänet (99,7 %) on laskettu.

63-vuotias Bolsonaro korvaa nykyisen presidentin Michel Temerin tammikuun 1. päivänä ja toimii maan presidenttinä seuraavat vuodet aina vuoteen 2022 saakka.

Monille äänestäjille Bolsonaro on kuitenkin mieluinen vaihtoehto, sillä vasemmistolaiset peresidentit ovat hallinneet maata vuosina 2003 – 2016.

Vaalien ensimmäisellä kierroksella Bolsonaro keräsi yli 46 prosenttia äänistä.

Haddad aikoo jatkaa vapauden puolustamista

Bolsonaron toisen kierroksen vastaehdokas vasemmiston Fernando Haddad sai 44,82 prosenttia annetuista äänistä, kun lähes kaikki äänet (99,7 %) oli laskettu. Haddad oli vaalien ennakkosuosikin ja vankilassa istuvan ex-presidentti Luiz Inácio Lula da Silvan suosittelema ehdokas. Maan vaalituomioistuin ei sallinut Lulan ehdokkuutta korruptio- ja rahanpesutuomioiden vuoksi.

Vaalit hävinnyt Haddad sanoo jatkavansa häntä äänestäneiden 45 miljoonan ihmi-sen vapauden puolustamista. Vaalit voittanut äärioikeisto- lainen Jair Bolsonaro on aiemmin vannonut lähettävänsä vasemmistolaiset vastustajansa joko maanpakoon tai vankilaan.

Köyhyyden aiheuttama ”krapula” selittää Bolsonaron suosiota

Ulkopoliittisen instituutin vanhempi tutkija Mikael Wigell arvioi aiemmin STT:lle, että rääväsuupoliitikon menestystä selittää Brasilian vaikea tilanne. 2000-luvun alun suuri toiveikkuus ja varallisuuden lisääntyminen ovat vaihtuneet suureen pettymykseen.

– Tämä on krapulaa siitä, Wigell tiivistää.

Brasilian syvin lama on kestänyt vuosikausia ja monet kansalaiset ovat vajonneet takaisin köyhyyteen. Entisiä presidenttejä tutkitaan tai on tuomittu korruptiosta.

Näissä asetelmissa Bolsonaro on onnistunut myymään itsensä uutena voimana politiikan ulkopuolelta, vaikka vankkaa taantumusta edustava mies on istunut jo vuosikausia maan parlamentissa.

Brasiliassa presidentin vaalien ennakkosuosikki, 72-vuotaias Luiz Inácio Lula da Silva luopuu ehdokkuudestaan. Lula on nimennyt sijaisehdokkaakseen Sao Paolon kaupungin entisen pormestarin Fernando Haddadin.

55-vuotias Haddad oli myös Lulan varapresidenttiehdokas. Hän on aiemmin toiminut opetusministerinä Lulan ja Dilma Rousseffin hallituksissa.

Haddad on koulutukseltaan asianajaja, jolla on myös taloustieteiden maisterin ja filosofian tohtorin tutkinnot. Hän on naimisissa ja hänellä on kaksi lasta.

Haddadin varapresidenttiehdokkaana on 37-vuotias kommunisti Manuela d’Ávila.

Työväenpuolue julisti taistelun alkaneen: ”Haddad on Lula.” Puolue mainosti häntä myös Lulan ministerinä, asianajajana ja ystävänä.

Maan vaalituomioistuin ei salli entisen presidentin Lulan ehdokkuutta korruptio- ja rahanpesutuomioiden vuoksi. Lulalle on määrätty 12 vuoden vankeusrangaistus ja hän on nyt vankilassa.

Oikeus oli määrännyt sijaisehdokkaan asettamiselle määräajan. Se päättyi tiistain ja keskiviikon välisenä yönä Suomen aikaa.

Vasemmistolainen Lula on ollut mielipidemittausten mukaan ennakkosuosikki lokakuun presidentinvaaleihin. Haddadin suosio oli viimeisimmässä mittauksessa vain noin yhdeksän prosentin luokkaa.

Haddadin suosion uskotaan nousevan, koska hän on nyt myös julkisesti Lulan suosikki.

Haddad took over the cabinet position of Minister of Education on 29 July 2005, when his predecessor, Tarso Genro, left the position to become the chairman of the Workers’ Party. [5]

The Future of Brazilian Politics Will Be Decided in São Paulo

Lula’s Workers’ Party has never won the governorship of Brazil’s wealthiest and most populous state. This could be its year.

On Oct.2, Brazilians will go to the polls to determine whether President Jair Bolsona-ro deserves a second term in office. The broad consensus, according to opinion sur-veys, is that he does not. The far-right Bolsonaro has trailed leftist former President Luiz Inácio Lula da Silva in every poll conducted this year. Barring any drastic developments between now and October, it seems likely that Bolsonaro will lose his reelection bid and Brazil will find itself under Lula’s progressive Workers’ Party (PT) leadership come January 2023 (though Bolsonaro will almost certainly try to fight it).

A much less settled and arguably more intriguing contest is taking place that same day to determine who will lead the state of São Paulo. The PT has never won the governorship there, but its candidate, Fernando Haddad, is currently leading in the polls. A Lula victory on the national level would return the center-left to power, where it was for over a decade before 2016. But a win for the PT in São Paulo — Brazil’s richest, most populous, and most powerful state — would be something entirely new, and might say far more about the country’s political future.

Haddad is an experienced politician.He served as minister of education from 2005 to 2012, under both Lula and his successor, Dilma Rousseff, and as mayor of the city of São Paulo from 2013 to 2017.He was also the runner-up to Bolsonaro in the 2018 presidential election. In the race for governor, his two most credible opponents - Tarcísio Gomes de Freitas and incumbent Rodrigo Garcia - are linked, respectively, to Bolsonaro’s far-right camp and the traditional center-right Brazilian Social Demo-cracy Party (PSDB) that has dominated São Paulo politics for decades. A Haddad victory would position him within the PT as the indisputable favorite to succeed Lula, who has intimated he intends to serve only one term if elected this October.

In short: The future of Brazilian politics over the next decade or more will be deeply affected by what happens in its largest state later this year. When paulistas, as resi-dents of São Paulo state are known, go to the polls on election day, they will choose a president, governor, and other representatives. In selecting Haddad as governor, they might also be elevating a future president.
